وظائف ادارية بمنظمة الأمم المتحدة بالقاهرة UNDP Posted: 16 Sep 2018 12:33 PM PDT  وظائف ادارية بمنظمة الأمم المتحدة بالقاهرة UNDP    Local Consultant to develop High Efficiency Lighting Transformation for the NAMA document The objective of the project is to facilitate a comprehensive market transformation of the Egyptian market towards the use of more efficient electric appliances at a level where cost-efficiency is proven. This is envisaged to be achieved through the combination of regulatory tools such as minimum energy performance standards and information labels, enhanced public awareness, capacity building and innovative and attractive financing mechanisms. The project targeted to strengthen the regulatory and institutional framework, develop monitoring and enforcement mechanisms and provide training to public authorities, appliance professionals, energy suppliers and other relevant stakeholders. Objective of the study The objective of this study is to prepare a Nationally Appropriate Mitigation Actions (NAMA) & Measurement, Reporting & Verification (MRV) System document that quantify the GHG emission reduction, demand and energy saving from the high efficiency lighting market transformation in Egypt in buildings and street lighting. Key tasks 1. Analyze high efficiency lighting lamps market data; 2. Analyze Egypt load curve (daily, monthly and yearly) to develop lighting load curves; 3. Estimate the demand reduction and energy saving and associated GHG reduction from high efficiency lighting market transformation in Egypt; 4. Develop a comprehensive NAMA design document and Measurement, Reporting & Verification (MRV) System. Task 1: Sectoral assessment and gap analysis a. To undertake an assessment review of relevant studies and annual reports climate change strategy/policy, low emission development strategies, sectoral strategies, national communications, etc.), potential GHG baseline, potential mitigation interventions & measures, and existing practices; Task 2: Analyze Egypt load curve (daily, monthly and yearly) to develop lighting load curves 1. The consultant will review the EEHC annual reports and studies regarding the Egypt load curve and lother loads curves for different sectors; 2. Estimate lighting load curves for different sectors Task 3: Estimate the demand reduction and energy saving and associated GHG reduction from high efficiency lighting market transformation in Egypt 1. Based data available the consultant will estimate the reduction in demand and energy for different sectors which occurred/will occur due to transformation to high efficiency lighting. Task 4: Develop a comprehensive NAMA design document and Measurement, Reporting & Verification (MRV) System The National Expert should prepare a comprehensive NAMA design document. This will include content based on both research of existing information and meetings with appropriate stakeholders. The content developed for the NAMA design document should be of sufficient technical and analytical quality, meeting UNDP and EE Project standards for similar publications. The NAMA design document will include sections on: i. Executive summary (English and Arabic) ii. Introduction to the NAMA iii. Background of the sector in the country iv. Policy analysis v. Baseline information and NAMA targets vi. Quantify the GHG reduction; vii. Measures & interventions under the NAMA viii. NAMA implementation structure (including key operation bodies) ix. MRV system   Qualifications Advanced degree or higher (Master's or higher) in areas relevant to climate change, environment and national development Good knowledge of global and national climate change issues A minimum of 5 years of professional experience in the area relevant to the Project and demonstrating ability in development of policy measures and implementation plans that can also be applied to NAMAs development Substantial involvement in the preparation of GHG emission scenarios; knowledge and experience in modeling tools and applied methodologies of GHG emissions in renewable energy is a prerequisite Demonstrated team working spirit Good interpersonal/communication skills Good oral and written communication skills (in English and Arabic) No project staff can be simultaneously employed by government, in line with UNDP rules and regulations. You control the flow of material on site, including the acceptance of goods and damage control, as well as transport of the material from the warehouse to the installation location. You are the functional responsible for assigned installation leaders and represent and report on internal / external project meetings and you are responsible for technical clarifications with subcontractors as well as other stakeholders.
