Procurement Senior Officer
KEY RESPONSIBILITIES
Specific Accountability
  • Review the effectiveness and the efficiency of the existing procurement processes and initiate improvements where necessary in consultation with the Head of Procurement.  
  • Implement and maintain procurement policies, systems and standards following GP&CM directives and fulfil all outsourcing policy requirements.
  • Provide all necessary information to carry out the necessary analysis of procurement expenditures, patterns and trends across the organization to:
  • Identify opportunities for procurement aggregation and improved value for money, including establishing preferred supplier arrangements and entering into joint purchasing arrangements with other organizations to maximize the organizations buying power;
  • Develop an annual procurement plan for the Bank with clear and measurable outcomes, objectives, performance measures and targets, aligned with the bank's overall business objectives and budgetary processes.
  •  Handle the quotation/tender procurement process across the Bank including:
  • Establish and maintain a centralized register of requests for quotations, calls for proposals and tenders and register of all contracts; and Independently review and endorse all major tender recommendations to ensure compliance with the bank policies and best value.
  • Conduct research into local and overseas markets in order to identify and assess new or alternative sources of materials and services that meet Bank specifications and pricing standards
  • Provide advice and assistance to other units and departments regarding the selection of appropriate procurement methods and evaluation of items.
  • Analyse and report in a timely, appropriate and accurate manner to the Head of Procurement on budgets, workloads of the Procurement Section and recommend any improvements;
  • Deliver the complete procurement cycle for the local and overseas purchase of materials and services, ensuring end user requirements are met in terms of time lines, cost, quality and specifications.
  • Receive end-user requests for procurement of materials/services and undertakes checks to ensure completeness of information and proper authorization.
  • Access database to identify potential supplier's materials and services. Prepares bid packages, invites bids, clarifies queries, receives offers and consults with end users to confirm compliance with technical specifications.
  • Analyse and evaluate proposals, comparing prices, specifications, and delivery dates to identify and recommend preferred suppliers.
  • Attend Tender Committee meetings in order to present proposals and recommendations and provide clarification for the benefit of committee members.
  • Lead negotiations with suppliers in order to secure competitive advantages and ensure that Bank position is protected.
  • Establish, foster and maintain productive relationships with suppliers to ensure good, reliable sources of supply and information
  • Ensure all purchasing activities are undertaken in line with established policies, procedures and standards in order to maintain and promote the integrity of operations.
  • Review product catalogues, trade journals, publications and the Internet in order to maintain current and comprehensive technical and commercial knowledge of materials and services.
  • Ensure Transparency in place in spirit of the team efforts.
  • Studies the historical costs of goods & services and introduces recommendations to increase the efficiency and costs reduction of purchasing.
  • Analyses cost and pricing data from suppliers and performs contract audits when required.
  • Follow up with Logistics and Stores Controller the delivery of products to release vendor's payments and apply penalties in case of any delay.
  • Participate in Budget forecasting and planning and ensure complying with the set budget.

KNOWLEDGE, SKILLS AND EXPERIENCE:
  • Must be a confident communicator and presenter
  • Must possess excellent verbal and written communication skills
  • Must possess excellent organizational and planning skills
  • Be proactive, reliable, responsible and accurate with an attention to detail
  • Possess the ability to keep information confidential
  • Ability to work in high-stress environments, often for long hours
  • Ability to deal with different level of vendors cultures and segments
  • A wide degree of creativity and latitude
  • Self-motivated with a positive and professional approach to management
  • Bachelor's in accounting, business administration or relevant discipline with minimum 3 years of relevant experience.
  • Good analytical skills,  Team player, Excellent negotiation skills
  • Very good PC skills.
  • Full awareness of banking industry and local regulations and CBE directives and Tactical understanding of all CBE directives related to the area of responsibility
  • Being a certified PM by accredited body is a value added.
