Administrative Assistant

DESCRIPTION OF DUTIES

1- Supervises the overall operations of the supplies, stationary and stores services, which consist of:
- Controlling and monitoring the supplies and stationary stock required by the Regional Office;
- Ensuring proper receipt of all delivered goods to the stores;
- Evaluating and proposing modalities for electronic processing, transmission  and storage of the information on the work performed by the stores;
- Establishing and maintaining a system of stock control, including classification and consumption management;
2- Analyses and maintains an overview of methods to ensure that the above services operate efficiently and effectively. Identifies gaps and problems, applies corrective actions and makes recommendations to supervisors to ensure cost-effective operations.
3- Assigns and evaluates work of the store staff in the daily operations to meet work requirements, giving general instructions regarding the operation of the store.
4- Prepares correspondence, special reports, evaluations and justifications concerning store operations and expandable inventory items. Generates, compiles and analyses GSM reports on Regional Office assets for staff and auditors.
5- Manages and monitors the non-expendable property (fixed assets) of the Regional office in the GSM assets Registry. This includes:
a. Updating and maintaining existing and newly arrived assets in the Asset Registry in accordance with WHO policies and procedures.
b- Overseeing that all new equipment are timely and properly bar-coded and relevant information is uploaded into GSM acceptance module;
c. Conduction of physical inventories of Regional Office assets and updating GSM asset Registry accordingly;
d. Overseeing the reception, inventory and movement of Regional office assets within the building and ensuring that appropriate changes are incorporated in the asset registry;
e. Preparing documentation for the Property survey Committee and deleting retired assets from the registry after obtaining necessary approvals.
6. Responsible for moving and storing furniture in the Regional Office and applying WHO standards to ensure the proper installation of items purchased;
7. Initiates requests through GSM for the procurement of office supplies and equipment for the Regional Office;
8. Conducts a local market survey, identifies local suppliers on competitive basis and maintains/updates a list of local suppliers. Negotiates the quality and price of office supplies and equipment costing less than $ 2,500 per transaction;
9. Supervises the gardeners, the planting of shrubs and the maintenance, both indoors and outdoors of the planted material;
10. Ensures that meeting rooms are properly furnished and supplied prior to the scheduled meeting, including finalizing all arrangements for the annual Regional Committee Meeting;
11. Responsible for making payments of the OSS Imprest account (petty cash).

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education supplemented by experience or training in related administrative fields.
Desirable: University degree in business administration, social sciences, or related field is an asset.
 

Experience

Essential: At least 8 years of progressively relevant experience in administrative related positions.
Desirable: Experience in store and asset management would be an asset, allowing in-depth knowledge of its rules and regulations, procedures and practices. Experience in WHO, UN or another international organization is a definite asset.
 

Skills

- Producing and delivering quality results in pressing situations and conflicting priorities.
- Customer oriented and able to maintain good working relationships with clients and stakeholders
- Good knowledge of WHO procedures and HR practices as applicable to the administrative level an asset.
