Support the Regional Emergency Director and provide key advice and management in the overall programme management of the budget, work planning, administration, and technical delivery of programmatic Public Health areas within WHE. 2. Oversee the strategic planning process and lead the administrative and technical support initiatives linked to work planning, monitoring and evaluation, budget, and resource mobilization and allocation of public health programmes. 3. Lead the overall development of new programmatic public health policies and strategies for the WHE in order to ensure new best practices and innovative approaches to programme policy development. 4. Manage and oversee the analysis and dissemination of programme information responding to gaps and needs and document WHO's role on a number of public health topics. 5. Provide authoritative expertise and technical advice and guidance on programme challenges in implementing public health initiatives to external stakeholders, other UN agencies and member states. 6. Coordinate the programme planning and design of projects and the mobilization of resources. 7. Manage a team of three (programmatic and support) staff. 8. Negotiate with and foster new partnerships with external public health partners with Member States at the international and/or country level to enable the development of strategic public health programmes and funding. 9. Identify and manage all strategic, financial, structural, reputational and other risks to ensure immediate response and mitigation of any health threats, and to deploy to emergencies as required. Educational Qualifications, Work Experience and Languages · Eligible candidates must have a Master-level degree in Public Health, Management, Administration or related field. · Candidates must also have at least 10 years' experience in managing public health programmes providing technical and managerial support on programmatic issues. Experience in the area of work planning and managing diverse teams is required. Experience of working in an international organization highly desirable. · Excellent knowledge of English. Knowledge of Arabic and/or French is an asset.
